Solutions Not Suspensions, over the last year, has worked diligently on creating a student-centered resource for local Minnesota school districts that can be used to develop School Resource Officer (SRO) contracts. We deeply believe that police should have a limited role in our schools, so the policy recommendations in our guide center youth and children first.

SNS has had meetings with youth and community members throughout 2024 and 2025 to create this guide, and we are so happy to be sharing it with you. This resource is available to anyone, and we hope to see it utilized in districts around our state.

The policy guide provided below is a framework that districts across Minnesota can use to develop their contracts with local law enforcement agencies to establish improved School Resource Officer programs. The language provided both gives suggestions and policy language that can be used directly by districts.
